GL vs CEM vs CSSE: who writes the 11+?

The 11+ isn't one test. Different providers write the papers for different areas, and the provider decides what your child sits: multiple choice or written answers, which subjects, and whether there's a writing task. Here is how they compare, which tests use which, and the changes already announced for 2028 entry.

The 11+ providers at a glance

A provider (often called an exam board) writes the papers; the school, council or consortium chooses the provider and which subjects are tested. So two areas that both use GL Assessment can still sit quite different papers. The usual pattern for each:

GL Assessment

Writes the tests for most grammar schools in England, and the papers for Northern Ireland's SEAG assessment. Usually multiple choice; each area picks the subjects.

CEM

Sold by Durham University to Cambridge in 2019. It no longer sets the main test for most areas: Warwickshire and the King Edward VI Foundation schools moved to GL Assessment for 2023 entry.

CSSE

Essex's grammar schools write their own test: English with a writing task, and Maths. Written answers, no reasoning papers.

How to prepare differently for each

The skills underneath are the same everywhere: reading, vocabulary, arithmetic and careful thinking. What changes is the format, so match practice to it as the test gets closer.
  • GL Assessment

Questions are usually multiple choice, answered on a separate answer sheet. Each area chooses which of English, Maths, Verbal Reasoning and Non-Verbal Reasoning are tested and how they are combined into papers.

    • Practise marking answers on a separate answer sheet, neatly and in the right row.
    • Learn the verbal and non-verbal reasoning question types one at a time if your area tests them.
    • Use your area's familiarisation material to check the exact papers and timings.
    GL Assessment practice papers
  • CSSE (Essex)

An English paper with a continuous writing task and a Maths paper, 60 minutes each and worth half the marks each, based on the Key Stage 2 curriculum. Answers are written, not multiple choice.

    • Practise writing answers out in full and showing working in maths.
    • Plan and write a piece of continuous writing to time.
    • Spend reasoning time on English and Maths instead: there is no verbal or non-verbal reasoning paper.
    CSSE (Essex) practice papers
  • FSCE

Sections on English, Maths and creative writing, based on the Key Stage 2 curriculum, with no non-verbal reasoning. Papers mix multiple-choice and written answers.

    • Practise both ways of answering: picking an option and writing an answer out.
    • Build a short, well-planned piece of creative writing to time.
    • Check your school's admissions page for its exact papers.
    FSCE practice papers
  • Quest Assessments

What is tested varies by area: some test English and Maths only, others add reasoning or a writing task.

    • Start from your school's or consortium's own description of the test.
    • Match practice to the subjects it lists, and to the answer format it describes.
    Quest Assessments practice papers
  • Sutton SET

A multiple-choice English paper and a multiple-choice Maths paper, with no verbal or non-verbal reasoning. Some Sutton schools then set their own written second-stage papers.

    • Focus on English and Maths, practised in multiple-choice form for the first stage.
    • Add written English and Maths practice if a school you want has a second stage.
    Sutton SET practice papers
  • CEM

CEM, the Centre for Evaluation and Monitoring, is now part of Cambridge University Press & Assessment. CEM-style practice means mixed, separately timed sections with a strong focus on vocabulary and reasoning.

    • Check which provider your area uses now before choosing CEM-style practice: most areas have moved away from CEM.
    • If your school does use CEM, build vocabulary and practise short, separately timed mixed sections.

Independent schools often use the ISEB Common Pre-Test instead: online, adaptive tests in English, Maths, Verbal and Non-Verbal Reasoning, sat in Year 6 or Year 7. About the ISEB Common Pre-Test.

Which tests use which provider

From the official pages we checked on 11 October 2026. A test can use more than one provider (for example a reasoning paper from GL Assessment and the school's own English paper), and some change provider for a later entry year.

GL, CEM and CSSE: questions parents ask

What is the difference between GL and CEM 11+ tests?

GL Assessment writes the 11+ tests for most grammar schools in England, usually as multiple-choice papers answered on a separate answer sheet, with each area choosing which subjects are tested. CEM, now part of Cambridge University Press & Assessment, used to write the 11+ for many areas but no longer sets the main test for most of them; CEM-style practice means mixed, separately timed sections with a strong focus on vocabulary.

Is the 11+ still set by CEM?

For most areas, no. Warwickshire and the King Edward VI Foundation schools in Birmingham moved from CEM to GL Assessment for 2023 entry when the previous contract ended. Of the tests we have checked, only The Blue Coat School entrance test still names CEM as its provider. Always check your school's admissions page, because providers change.

What is the CSSE 11+ test?

CSSE is the Consortium of Selective Schools in Essex, which writes its own 11+ for its grammar schools: an English paper with a continuous writing task and a Maths paper, 60 minutes each and worth half the marks each. Answers are written rather than multiple choice, and there is no verbal or non-verbal reasoning.

Which 11+ tests include creative writing?

The CSSE test in Essex includes a continuous writing task in its English paper, and FSCE tests have sections on English, Maths and creative writing. Some other tests add a writing paper too, such as Colyton Grammar School's Quest test and Devonport High School for Boys' own writing paper, so check the test your child will sit.

What is FSCE?

FSCE (Future Stories Community Enterprise) is a not-for-profit company set up by Reading School that writes 11+ tests for grammar schools. Its tests cover English, Maths and creative writing with no non-verbal reasoning, and papers mix multiple-choice and written answers.

Which areas are changing 11+ provider for 2028 entry?

For children starting Year 7 in September 2028 (who sit the test in 2027), the official pages we checked show new providers for the The Latymer School entrance test (to Quest Assessments), the Slough Consortium 11+ test (to Quest Assessments), the Trafford grammar schools entrance test (to FSCE), the Gloucestershire grammar schools entrance test (to FSCE), the Dorset grammar schools entrance test (to Quest Assessments). Check each school's admissions page for the details.

Who writes the Kent Test and the Buckinghamshire test?

GL Assessment writes both. Other tests whose papers GL Assessment provides include Medway Test, Redbridge 11 Plus, Kendrick School admission test, West Midlands Grammar Schools test.

How do I find out which provider my child's test uses?

Start with the school: its admissions page or admissions policy usually names the test and who provides it, and our test guides link to the official pages we checked. Providers can change from one entry year to the next, so check the page for the year your child will start Year 7.

Should we practise multiple-choice or written answers?

Practise the way your child's test is answered. GL Assessment papers are usually multiple choice, the first stage of the Sutton SET is multiple choice, CSSE papers need written answers and FSCE papers mix the two, so match the format as the test gets closer.
